This is the original Hoover Floormate, and may have a few different things that may be wrong. First check the fresh water tank is seated or installed properly. Second, it may be the pin on the actual unit itself that is not pushing in the plunger (located on the water tank) all the way to release the solution. Check for clogs above the brush block assembly the small holes may be plugged with dried sop solution.

The tank sits on what is called the reservior asm. it is actuated by the control rod inside the handle. With the tank off, watch and see if you can see that rod hitting the reservior asm when you squeeze the trigger. If it is moving up and down on it, then the resorvior asm may be bad. Also check the valve at the bottom of the tank, manually push it in and see if it releases water.

The tank sits on what is called a reservior asm, that may have gone bad. Does the water flow out of the tank when you push in the valve at the bottom?

I had the same problem with my Hoover Floormate H3000 and found the solution elsewhere on this website. Try doing a search for Hoover Floormate H3000. The posted solution is basically as follows:
Remove the liquid dispenser tank and set it aside. Look into the cavity of the machine where the tank attaches and find the plastic "plunger" piece (the one on my machine is a blue/grey color) that is surrounded by a black rubber circle. Put a small drop of hot glue on the tip of this plastic "plunger" piece and let it harden. Replace the liquid dispenser tank and try the machine again. My machine dispensed liquid properly after this fix-it.
I really appreciate the poster who provided this simple solution!

I had the same problem and was preparing to take it back, the last thing I tried was to 'reseat' the handle -- I removed it then snapped it very firmly back into place. That did it, it's working beautifully now!
